Affordable Housing and Homeownership
Sparc provides home improvement loans for households across the income spectrum. These loans help homeowners make necessary repairs to their home. In addition to the various loan programs, Sparc has an ongoing grant program to help homeowners replace windows in their home that contain lead paint.
Sparc is renovating homes that were purchased by the City of St. Paul. These homes will be sold to income qualified owner occupants in the fall of 2010. Lastly, Sparc can help home buyers navigate the process of purchasing and rehabbing vacant and foreclosed homes.
Commercial and Small Business Services
Sparc helps business owners achieve their economic goals. We provide no-cost assistance, training and referrals to help entrepreneurs with business planning, financial management, finding a space to lease or buy, building improvements, and more.
Sparc also provides loans for most business needs including building renovations, equipment, inventory, and working capital. Interest rates are 5.5% with terms up to 10 years. Matching grants are available for exterior building improvements, and Sparc also operates a free paint program.

Sparc collaborates with community members and with organizations to provide needed services and to plan for our neighborhoods' future.
